Once constituted, the Seat anchors jurisdiction in place and establishes the territorial ground upon which governance operates.

No land shall be recognized as Institutional Seat except in accordance with Charter.

Permanence

The status of Institutional Seat persists across succession, transfer of stewardship, and administrative change.

Subdivision, modification of use, or alteration of governance does not dissolve its constituted authority.
